Top 10 Source Countries of Newcomers to Canada in 2023

Immigrants are reported to be taking a larger share in both low-level and professional-level occupations, Canada’s immigration-led demographic change produces the highest annual population growth rate in the country since 1957, and Ontario still faces a shortage of family doctors, despite efforts to attract internationally-educated healthcare workers.

New Permanent Residents of Canada in 2023: Top 10 Source Countries

India was the largest source country for new permanent residents in Canada for 2023, growing its contribution to the Canadian population by 18.2 percent, to 139,775 newcomers over the course of the year. In doing so, it maintained its position as the top immigrant source for Canada. China - also maintaining its position from the preceding year - came second, though with a slight decrease to 31,780 newcomers.

The Philippines jumped to the third spot with a 22% increase, taking Afghanistan’s position from the year before. Meanwhile, Afghanistan dropped to fourth with a 15% decrease in new residents. Nigeria and Pakistan also played significant roles but saw varied changes in their contributions, with the former showing lower contributions and the latter showing little to no change in its numbers.

📈Shifting Positions and Surprising Trends
While the Asian Giants characteristically topped the charts, certain countries shifted their positions in surprising trends. Cameroon, for example, boosted its numbers by 86.5%, becoming the seventh most important source of new Canadians. Iran, in the eighth spot, saw a modest 3.9% decline in the number of new immigrants, while Eritrea contributed far more in 2023 than it had in 2022.

🍁Future Immigration Goals
With plans to welcome nearly 1.5 million new residents from 2024 to 2026 under its immigration levels targets, Canada aims to keep in line with previous trends in strengthening its population growth through immigration. However, it is also trying to stabilise the number of newcomers it accepts every year, with the targeted number plateauing at 500,000 for 2025 and 2026 each. This is largely associated with rising rent  and costs of living, which is putting Trudeau’s government under increasing scrutiny over its immigration policies.

  • Immigrants are increasingly taking a bigger share of both lower-level jobs and professional-level jobs in Canada than ever before. From 2001 to 2021, employment in lower-skilled occupations shrunk by 500,000, with immigrant workers increasing their employment in this skill level by 360,000. Meanwhile, occupations at the professional skill level showed the fastest employment growth at 48 percent, with occupations at the managerial (36 percent) and technical levels (31 percent) close behind during those twenty years.
